In an address to the nation from the Oval Office, President George Bush announced plans to eliminate U.S. tactical nuclear weapons in Europe and Asia, and called off long-range nuclear bombers from their 24-hour flights.  Saying that a Soviet military invasion of Europe was "no longer a realistic threat," President Bush also offered to meet with the Soviet Union to work out reductions in long range nuclear missiles. President Bush said "America must lead again as it always has," in reducing the nuclear threat around the globe, but added that long-range nuclear weapons in submarines, bombers and silos would remain until reduced through mutual reduction agreements with the Soviet Union.
