Former Secretary of State under the Nixon and Ford Administrations, Henry Kissinger, spoke to the Heritage Foundation about the relationship between the United States and the Soviet Union.  Secretary Kissinger expressed doubt that there was much fundamental change in the Soviet Union and cited many instances in history where it looked like the Soviet Union was pursuing a new path but then returned to its old ways.
